Historic Grade II Listed Building to be Refurbished in Cardiff

Plans for the long-awaited refurbishment of a Grade II listed building have now been approved for Moira Terrace in Cardiff.

Located at 9-22 Moira Terrace, the new refurbishment by Cardiff Community Housing Association (CCHA) will bring 24 new two- and three- bedroom apartments and up to 11 commercial units to this central location on one of the main routes into the city centre, once completed in Spring 2026.

CCHA has enlisted the expertise of YourSpace Project Ltd to transform the site into a mixed-use development, offering energy efficient housing at below open market rent[NR1] , and affordable commercial space for small businesses, while preserving the original building’s historic character.

The original building, known as Albert Building, was designed by architect Frederick Cutlan in 1875. Initially built as a terrace of shops with living accommodations on the first floor and 14 model dwellings for artisans on the second, it has served various purposes throughout its history, including the addition of a glass-roofed storey, creating Cardiff’s very own indoor roller skating rink. It was also the birthplace of the electronic breathalyser, invented by Dr. Thomas Parry Jones in 1974—a legacy commemorated by a blue plaque on-site.

The refurbishment will also allow for the improvement in the building’s energy performance, in keeping with CCHA’s low carbon strategy for new homes. Originally rated as EPC E, the building will be upgraded to EPC B, thanks to a range of thermal enhancements. Key innovations will include the installation of infrared ceiling panels in place of traditional radiators, offering a more efficient and sustainable heating solution while maintaining the historic interiors. Meanwhile, solar panels and heat pumps will provide the energy, making sure utility bills are affordable.
